The Capital Area Intermediate Unit's Aid to Non-Public Schools (ANPS) Services Team provides auxiliary programs to eligible non-public schools in the IU’s footprint. The supplemental services benefit students in grades K-12 and aim to support their success in the students’ regular education program.
Depending on the size of the non-public school, their specific needs, and available funds and personnel, services may include:
- Reading and math intervention and remediation (direct or consultation)
- School counseling (direct or consultation)
- Social work services (direct or consultation)
- Speech and language services
- School psychological services
- Occupational therapy consultation
- Language intervention or English language learners (direct or consultation)

Act 89 Services
The state of Pennsylvania established Act 89 through legislative action in 1975. The purpose of Act 89 is to provide auxiliary educational services to Pennsylvania students who are enrolled in nonprofit, non-public schools. Regulations, guidelines, and procedures are issued and updated by the state Department of Education. All related information is summarized in the Public School Code of Pennsylvania.
The Capital Area Intermediate Unit (CAIU) administers the fiscal, educational, and programmatic services to the non-public schools located within Dauphin, Cumberland, and Perry Counties. Approximately 10,000 students attend these schools.
Act 89 Psychological Services
Act 89 psychological services are designed to support the educational needs of students attending nonpublic schools. An Act 89 psychological consultation or evaluation identifies a student's educational strengths and areas of need and provides recommendations to assist school personnel in planning appropriate instructional supports and interventions.
Important Note: An Act 89 evaluation is not a special education evaluation and does not determine eligibility for special education services. No disability category, diagnosis, or eligibility determination is provided to the school or family as a result of an Act 89 evaluation.

Request a general student consultation for support such as:
- Review and interpretation of assessment data
- Student observations
- Problem-solving and intervention planning
- Other educational concerns related to student success
To request either service, the nonpublic school principal or designated staff member should complete the appropriate form.
