Guest Teachers
How the Program Works
Upon completion of the course, guest teachers will be able to apply for an emergency permit through the PA Department of Education, which will allow them to be a substitute teacher in the schools and/or districts the CAIU serves. Instructions for applying on PDE’s Teacher Information Management System (TIMS) will be emailed to you upon successful completion of the guest teacher course.
Note: The guest teacher training is designed for those who would like to substitute in more than one district. If you are interested in only subbing in one school or district, please check with that school/district to determine what its specific requirements are for being a substitute.
Qualifications
To qualify as a guest teacher, participants must hold at least a bachelor’s degree from an accredited college or university and be able to work in a PA public school (see PDE 6004 for list of exclusions).
Cost
Cost is $80.00, which includes the cost of the asynchronous course and obtaining your emergency permit. Payment will be made when you register for the training via Frontline. You must pay using a credit/debit card.
Checklist of Requirements
Prior to registering for the course, you are required to submit the following items via email or regular mail (preferably in one single email or packet labeled Guest Teacher Application) to Kaitlin Hughes, email: khughes@caiu.org mail: 55 Miller Street, Enola, PA 17025:
- A completed PA Standard Teacher Application
- Your official, sealed bachelor’s transcript (this means sealed by the university with an official seal and presented to the CAIU unopened). Electronic copies of your official academic transcript will be accepted if sent directly to the CAIU from your university.
- All three clearance RESULTS (as described below).
- A completed PDE Form 6004.
- District Checklist
You will NOT be given access to the training until ALL of these documents are received by the CAIU. You will be contacted via email once all the above requirements have been received with further instructions to register for the course.
Clearances
To be considered for the guest teacher program, you MUST obtain the following:
- Current Act 34 Clearance (PA criminal background check)
- Current Act 151 Clearance (child abuse clearance)
- Current Act 114 Clearance (federal fingerprinting - use service code 1KG6S7)
Clearances are at the expense of the applicant. These are your clearances so please be sure to maintain a copy for your records. Clearances cannot be more than one year old.
The school districts listed below accept substitutes who go through the guest teacher program. Please contact the districts directly for their specific substitute hiring procedures. You may also visit their websites, as many of them have their substitute hiring procedures posted.

Renewals
Guest Teacher permits must be renewed every year. If you do not renew your permit every year, you will be required to retake the Guest Teacher training at the original cost.
The Capital Area Intermediate Unit (CAIU) is now accepting guest teacher renewals for the 2024-2025 school year. In order to renew your emergency permit for the 2024-2025 school year you will need to complete the following:
- Print the Guest Teacher Renewal Form and complete all information including name, address, phone number, email, and PPID # (if known).

PRINT AND RETURN ALL REQUIRED PAPERWORK AND THE FEE NO LATER THAN AUG. 30, 2024.
- Completed Renewal Form (GUEST TEACHER RENEWAL FORM)
- Completed 338G Form (PDE 338G)
- Check or money order for $25 (Payable to CAIU)

Note: Some districts use contracted services agencies. If you choose to work with one of these districts, you will be an employee of the agency and not the school district itself.
Foreign-Educated Applicants
The public-school code in Pennsylvania requires that a teacher of non-foreign language subjects (including "guest" teachers) must either be a United States citizen or a lawful permanent resident (green card holder) in order to be issued a Type 06 day-to-day emergency substitute permit. If you are not a lawful permanent resident (green card holder), you will not be approved as a day-to-day substitute teacher. In addition, you must have a credential evaluation done by an approved agency to show that your foreign credentials are equal to a bachelor's degree in the United States.

Contractors
The Capital Area Intermediate Unit (CAIU) uses independent providers on an “as needed” basis. An Independent Provider Agreement will be drafted through the program contact to begin this process. Each provider must review the information below for all policies, procedures, and protocols.

The CAIU reserves the right to request updated clearances and/or a TB test at any time. New contractors must obtain all new paperwork prior to the provision of services. When completed, documentation should be given to the contractor's program contact. Please submit all documentation at one time.
**The CAIU does not pay nor reimburse for any clearances or tests for either employees or contractors. All clearances and tests belong to the contracted individual.
**Please note that all CAIU Independent Providers are deemed Independent Contractors through the IRS. No taxes are withheld by the CAIU. For more information about the IRS tax procedure, please visit the Independent Contractor IRS website.
Substitutes
The Capital Area Intermediate Unit (CAIU) partners with Substitute Teacher Services (STS) to fill our substitute teacher and paraprofessional needs. STS is a seasoned educational staffing agency dedicated to providing Pennsylvania certified/emergency certified substitute professionals and trained paraprofessionals to school districts. If you are interested in being a substitute, please visit the STS website.

The current daily rate for teacher substitutes is $115. For paraprofessionals it is $88.
The CAIU is specifically in need of Pennsylvania special education certificated substitute teachers. If you have your Special Ed certification and would like to be a substitute for the CAIU, please contact STS today!
Attention PSERS Retirees: STS is NOT a PA public school entity, and therefore, does NOT participate in PSERS. If you are a PSERS retiree, you are permitted to substitute in PA public schools by working for STS.
