​Guest Teacher Program

The Capital Area Intermediate Unit (CAIU) will be hosting a Guest Teacher Training Wednesday, July 26 – Thursday, July 27, 2017, from 8:30 am to 4:00 pm. Upon completion of the course, Guest Teachers will be able to apply for an emergency permit through the PA Department of Education, which will allow them to be a substitute teacher in the schools and/or districts the CAIU serves. This is a great opportunity to discover if teaching is right for you!

Note: The Guest Teacher Training is designed for those who would like to substitute in more than one/several districts. If you are interested in only subbing in one particular school/district, please check with that school/district to determine what its specific requirements are for being a substitute.

If you are unable to attend on these dates, another Guest Teacher Training is tentatively scheduled for October 19-20, 2017. Registration information will be available at the end of August – please continue to check this webpage for additional information.  


To qualify as a Guest Teacher, participants must hold at least a Bachelor’s Degree from an accredited college or university and be able to work in a PA public school (see PDE Form 6004 for list of exclusions). Participants must be able to be present and complete both days of training in order to obtain an emergency permit.


Cost is $80.00, which includes the cost of the two day training and obtaining your emergency permit.

Lunch will be one hour on your own (NOT provided as part of the training).

Checklist of Requirements

On your first day of training (July 26, 2017), registration will begin at 7:30am and you MUST bring with you:

  1. Completed PA Standard Teacher Application (the written Essay must be completed)
  2. Your Resume
  3. Your Official, Sealed Bachelor’s Transcript (this means sealed by the university with an official seal and presented to the CAIU unopened)
  4. All three clearance RESULTS (as described below)
  5. PDE Form 6004
  6. Completed Health Record Form (standard physical) and TB TEST cannot be more than 90 days old. The Health Record Form, including immunization records, must be completed in its entirety. As for the TB test, if your physician asks, the “simple” TB test is all that is required
  7. Check or Money Order for $80.00 made out to the CAIU (no refunds once training begins)
  8. Mandated Reporter Training (see below)

These 8 items will be collected at the door and participants will NOT be allowed into the training if they do not present ALL of these documents.


You must be registered through 48 Carats to participate; NO walk-ins will be accepted.

In order to be considered for Guest Teacher, you MUST obtain the following:

These clearances cannot be more than one year old.

When registering for Act 114 clearances, make certain you select PA Department of Education as the selected agency (if you follow the above-link, it will take you directly to the correct page).

Fingerprinting must be done by a Cogent provider (see above link); fingerprints done at/by the State Police cannot be accepted.

The CAIU does not do public fingerprinting – for a list of fingerprint sites, go to the Cogent site (follow the above Act 114 link), search for sites.

Mandated Reporter Training

Participants must complete Mandated Reporter Training on their own prior to coming to the Guest Teacher course. To complete this training, go to PA Child Welfare Resource Center (University of Pittsburgh). This training is free.

Upon completing the Mandated Reporter Training, print the certificate and bring it with you to the first day of Guest Teacher training.

The Public School Code in PA requires that a teacher of non-foreign language subjects (including "Guest" Teachers) must either be a US Citizen or hold a Lawful Permanent Resident (Green Card Holder) in order to be issued a Type 06 day-to-day emergency substitute permit. If you do not hold a Lawful Permanent Resident (Green Card), you will not be approved as a day-to-day substitute teacher. In addition, you must have a credential evaluation through an approved agency to show that your foreign credentials are equal to a Bachelor's Degree in the United States.
